UAE to expand single-use plastic ban under new environmental regulations 

The expanded restrictions target plastic items and bags as authorities advance nationwide sustainability and waste reduction goals.

UAE – United Arab Emirates has announced plans to expand its ban on single-use plastic products from January 1, 2026, as the Ministry of Climate Change and Environment begins the second phase of Ministerial Decision No. 380 of 2022. 

The move forms part of a broader environmental policy framework aimed at protecting natural ecosystems, reducing waste generation, and supporting national sustainability priorities. 

According to the Ministry of Climate Change and Environment, the expanded restrictions will take effect nationwide at the start of 2026. 

The second phase of the regulation covers specific single-use items, including beverage cups and lids, cutlery and chopsticks, plates, straws, stirrers, and food containers or boxes made from Styrofoam. 

In addition, the decision establishes a comprehensive ban on all single-use bags with a thickness below 50 microns, regardless of material composition, including paper. 

The ministry confirmed that this restriction will also come into force on January 1, 2026. 

Eng. Alya Abdelrahim Alharmoodi, Assistant Under-Secretary for the Sustainable Communities Sector, described the measure as a significant milestone in the UAE’s sustainability journey. 

She said regulating single-use products is intended to reduce pollution, advance circular economy principles, and balance environmental protection with economic growth. 

The policy encourages the transition of resources into sustainable assets while limiting risks to marine and terrestrial environments. 

To support industrial activity and trade continuity, the ministry outlined exemptions for goods manufactured exclusively for export or re-export. 

Such products may be produced domestically provided they are clearly labelled for export and are not supplied to the local market. 

The ministry called on retailers, suppliers, and manufacturers to ensure full compliance with the regulation ahead of the implementation date. 

Authorities said adherence is essential to achieving national environmental objectives and reducing plastic pollution. 

The announcement comes as beverage producers prepare for additional regulatory changes scheduled to take effect in early 2026. 

Manufacturers are awaiting the rollout of a new tiered excise tax on sugar-sweetened beverages. The proposed system will calculate excise duty per litre based on sugar content per 100 millilitres. 

The ministry said the combined measures reflect a coordinated approach to environmental protection, public health, and sustainable economic development. 

Further guidance and enforcement details are expected to be communicated to businesses and consumers ahead of the 2026 deadline. 

The expanded ban positions the UAE among regional markets strengthening controls on plastic waste. 

Officials reiterated that compliance will support long-term environmental resilience and quality of life. 

The regulations apply nationwide across all emirates and commercial sectors from 2026.
