Tamil Nadu enforces strict ban on liquor sales to individuals below 21
New measures require age verification and stricter compliance by licensed clubs and hotels to curb underage drinking and promote responsible alcohol consumption.
INDIA – The Government of Tamil Nadu has announced the strict enforcement of regulations prohibiting the sale of liquor to individuals below the age of 21 as part of its efforts to promote a healthy and responsible social environment.
According to the Commissioner of Prohibition and Excise, compliance with the Tamil Nadu Liquor (Licence and Permit) Rules, 1981, is mandatory for all licensed establishments, including FL2 clubs and FL3 hotels. The official said the move is expected to support the state’s broader objective of creating a drug-free environment.
The Commissioner emphasised that liquor should not be served without proper age verification.
“Liquor should not be served to any person without proper age verification,” the official stated, adding that staff must verify documentary proof whenever there is uncertainty regarding a customer’s age before dispensing alcoholic beverages.
Authorities also reiterated that clubs operating under FL2 licences are required to issue membership identity cards to all registered members.
Alcoholic beverages may only be served to members and their eligible guests in accordance with existing regulations. The measure is intended to strengthen age restrictions and encourage responsible consumption.
In addition, the Commissioner stressed that operational hours prescribed for FL2 and FL3 licences must be followed strictly.
“Adherence to the operational hours prescribed for FL2 and FL3 licences must be followed without exception,” the official said.
The government further noted that bars should represent only one aspect of activities conducted by FL2-licensed clubs. Managements have been encouraged to place greater emphasis on recreational, cultural, sports and social activities, which are considered central to the purpose of such establishments.
The Commissioner warned that all licence holders are expected to comply with the issued guidelines.
“Any breach of these regulations will result in appropriate actions against the establishments involved,” the official said.
Authorities expressed optimism that the measures will help improve the social environment and address concerns surrounding underage drinking. By enforcing stricter verification procedures and promoting responsible consumption, the state aims to reduce alcohol-related incidents involving minors.
The government said it will closely monitor compliance with the regulations and expects the measures to contribute to a significant decline in underage alcohol consumption and related risks.
