New FSSC Development Program v2.0 to boost SME Food Safety Standards

NETHERLANDS – The Foundation Food Safety Certification Scheme (FSSC) has unveiled the enhanced FSSC Development Program Version 2.0 (v2.0), designed to support small and medium-sized enterprises (SMEs) and their customers in the supply chain to achieve a conforming food safety system.

Assessments against this new v2.0 of the Development Program are planned to commence on 1 June 2025. Conformity Assessments against Version 1.1 will be possible only until 31 May 2026.

Following extensive multi-stakeholder input, including a global survey in 2024, the Program has been updated to extend the scope to include Category I of packaging and to adjust the conformity assessment duration for better suitability to smaller organizations.

The update is additionally meant to offer enhanced support to participating SMEs through guidance documents, training, and webinars, while increasing the Program’s awareness and visibility.

It is further expected to strengthen acceptance of the Program among specifying organizations and large buyers.

The main changes in the v2.0 program include transition to a single conformity level aligned with the current Level 2 of Version 1.1 and the implementation of a full HACCP system aligned with ISO 22000, including Critical Control Points (CCPs) and Operational Prerequisite Programs (OPRPs).

It also includes the shift from a question-based to a requirements-based document structure and removal of duplications and clarification of documentation requirements.

To support a smooth transition, the Foundation has published a detailed Version 2 Upgrade Process document outlining the transition steps and a change-highlighted version of the Development Program document comparing V1.1 and V2.0.

About The FSSC Development Program

The FSSC Development Program applies to smaller and medium-sized food businesses in the sectors of food and feed manufacturing, catering and food service, packaging, retail, wholesale, e-commerce, and transport and storage. 

It can benefit both ingredient manufacturers that supply to other food manufacturers and those that supply to retailers and food service organizations.

The program is aligned with CODEX HACCP, GFSI Global Markets, and is based on food safety elements of ISO 22000 and the related sector technical specifications. 

It offers participating enterprises the opportunity to start at the conformity level whilst building the maturity of their food safety system. Once conforming, the SME can decide whether to remain in the Development Program or proceed towards full FSSC 22000 certification.

For larger food organizations, integrating the Development Program into vendor assurance programs supports in ensuring the food safety of their SME suppliers. 

This integration also improves harmonization and cost efficiency in the food supply chain.
