Kenya rolls out KRA-KPA digital reforms, Smart Gates to boost Mombasa port efficiency
The system is expected to ease traffic congestion around the port and significantly reduce truck turnaround times.
KENYA – The Kenya Revenue Authority (KRA) and the Kenya Ports Authority (KPA) have agreed on new digital and operational measures to improve cargo clearance at the Port of Mombasa, including pre-arrival cargo processing and a Smart Gate pilot at Gate 24.
Mombasa serves as a primary entry and exit point along the Northern Corridor, making its efficiency critical for regional trade flows. The reforms target a port handling approximately 2.1 million TEUs annually, serving Kenya and several landlocked markets in East and Central Africa.
The Advanced Cargo Declaration (ACD) system, introduced on 3 August 2026, allows cargo documentation to be submitted and processed before goods are loaded at their port of origin.
KRA Commissioner General Adan Mohammed stated: “The success of our port depends on our ability to work together. Our objective is to create a seamless, predictable and efficient cargo clearance environment that supports business growth while protecting the country’s revenue”.
KPA is also piloting Smart Gates at Gate 24 to automate truck identification and verification, reduce manual processes, and accelerate cargo evacuation. The system is expected to ease traffic congestion around the port and significantly reduce truck turnaround times.
Further integration between the Integrated Customs Management System (iCMS) and Partner Government Agencies will automate cargo movement, enhance transparency across the supply chain, and reduce delays at exit points.
Meanwhile, KPA is expanding physical capacity at the port, with ongoing infrastructure projects including the construction of Berth 19B and a container yard at Berth 23. Container Freight Stations will play a larger role in handling domestic cargo outside the port, creating additional space within the facility.
Moreover, KRA Commissioner General Adan Mohammed emphasized that enforcement against tax evasion remains a priority: “KRA will continue supporting honest businesses through efficient service delivery, but we shall maintain zero tolerance against deliberate non-compliance. Effective enforcement protects compliant traders, safeguards government revenue and enhances Kenya’s competitiveness as a regional trade and logistics hub”.
KPA CEO Capt. William Ruto described the Smart Gates Project as a “game changer that will improve operational efficiency, enhance cargo flow and support faster movement of cargo through the port”.
Overall, the authorities are implementing practical solutions to reduce the cost of doing business and position the Port of Mombasa as a leading regional gateway for trade.
