Spain leads the world in fresh citrus trade by value, accounting for roughly 25% of global exports.
The Brazilian market opened for Egyptian exporters after the HLB virus severely affected its production.
It also recommends extending the measure to South African imports of other susceptible citrus species, including mandarins and grapefruit.
Compared with the same period last season, imports from Spain fell by 30%, while Moroccan volumes rose by the same amount.
South Africa is also progressing towards new trade agreements with China and India, aimed at easing tariffs and improving export market access for its citrus, including oranges.
