Bihar has introduced a comprehensive sugar industry policy offering subsidised land, tax incentives and financial support to attract investment and expand integrated sugar processing.

INDIA – The Bihar government has unveiled an ambitious incentive package for the sugar industry under its new Sugarcane Industries Investment Incentive Policy 2026, offering government land on a 30-year lease for a token amount of Re 1 to attract investors and accelerate the state’s sugar sector growth.
Under the policy, investors establishing new sugar mills will be eligible to receive up to 40 acres of government land at the nominal lease rate.
Announcing the initiative, Sugarcane Industries Minister Sanjay Kumar said Bihar is the first state in India to introduce such a comprehensive incentive framework dedicated exclusively to the sugar industry.
The policy also provides full reimbursement of registration and stamp duty charges for land acquired for sugar mill projects, reducing investment costs for developers.
To further encourage investment, the state government will reimburse 100% of the State Goods and Services Tax (SGST) on sugar production for five years.
Financial assistance of up to Rs 100 crore will be available for sugar mills with a crushing capacity of 5,000 tonnes of cane per day (TCD), while projects with a capacity of 3,500 TCD will qualify for incentives of up to Rs 70 crore.
Existing sugar mills undertaking expansion projects will also be eligible under the scheme.
Beyond sugar manufacturing, the policy extends incentives to allied industries, including ethanol distilleries, power generation facilities and compressed biogas (CBG) plants, supporting the development of integrated sugar-based industries.
A key feature of the policy is the establishment of a Modern Sugar Complex, an integrated ecosystem combining sugar production, ethanol manufacturing, electricity generation and CBG production.
The government said the model is designed to maximise resource utilisation, improve operational efficiency and promote sustainability across the sugar value chain.
The initiative forms part of Bihar’s broader Saat Nischay-3 programme, which seeks to revive closed sugar mills while facilitating the establishment of 25 new sugar mills across the state.
Through the new incentive package, Bihar aims to strengthen its position as an attractive investment destination for the sugar industry while creating employment opportunities, supporting rural economic development and expanding value-added processing.
The policy also reflects the state’s commitment to promoting integrated manufacturing that combines sugar production with renewable energy and ethanol, enhancing the long-term competitiveness of Bihar’s sugar sector.
