The new facility will produce chocolate crumb locally, strengthen supply-chain resilience and expand Shah Alam’s role in Mondelēz’s regional manufacturing network.

MALAYSIA – Mondelēz International has completed and launched its RM90 million (US$22.3M) Crumb Tower at the Cadbury confectionery plant in Shah Alam, strengthening the company’s manufacturing operations in Selangor and Malaysia.
The facility was officially launched by Selangor Menteri Besar Datuk Seri Amirudin Shari, who recognised the investment as a reflection of the state’s continued ability to attract and retain high-value manufacturing activities.
In a joint statement, the Malaysian Investment Development Authority (MIDA) and Mondelēz International said the investment builds on more than 50 years of manufacturing in Selangor. Cadbury products have been manufactured in the state since 1974.
The Crumb Tower strengthens the Shah Alam plant through greater automation, advanced process technology and improved operational efficiency. It produces chocolate crumb, a key ingredient previously imported from markets including South Africa and Australia.
According to MIDA and Mondelēz, local production of chocolate crumb will strengthen self-sufficiency and supply-chain resilience while creating capacity to serve markets beyond Southeast Asia.
“The Crumb Tower integrates three advanced systems: a fully enclosed high-capacity powder-handling system, a new-generation T-reactor, the first of its design in Malaysia, and an advanced fat-handling system built to rigorous process-safety standards,” the statement said.
The systems enable a highly automated and digitally controlled process designed to meet international quality and food-safety standards, with halal requirements integrated throughout production.
“By bringing chocolate crumb production in-house at Shah Alam, we are not only strengthening supply-chain resilience and leveraging domestic production but also building world-class technical capabilities locally,” said Nitin Binnani, Mondelēz International Southeast Asia MSC director.
“The advanced systems we have integrated here — from the new-generation T-reactor to the automated powder- and fat-handling systems — set a benchmark for operational excellence,” he added.
The investment is also strengthening local technical capabilities by reducing manual powder and fat handling and increasing the use of process control, data analysis and specialised equipment maintenance, according to the statement.
Mondelez launches Oreo Pistash-YO
Meanwhile, Mondelēz has expanded its OREO portfolio in the United Arab Emirates with the launch of limited-edition OREO Pistash-YO, made with real pistachios.
The UAE launch comes as consumer snacking patterns continue to evolve. Mondelēz International’s 2026 State of Snacking report, developed with Mintel and Black Swan Data, found that six in 10 consumers across key global markets snack at least once a day.
To mark the launch, OREO projected Pistash-YO onto the Burj Khalifa on 12 September, bringing the brand’s “Now or Never” message to the Dubai landmark.
Mohamed Yousry, Senior Director of Marketing at Mondelēz International, Middle East, North Africa and Pakistan (MENAP), said the product reflects OREO’s approach to flavour innovation.
“Innovation at OREO is about continuing to evolve with the tastes of our consumers while staying true to what they love about the brand,” Yousry said.
He added that Pistash-YO combines a familiar flavour with real pistachio to offer a distinctive OREO experience.
