Ukraine unveils 2030 Export Strategy targeting US$85B in annual exports

A separate focus in the Strategy is the development of export logistics.

UKRAINE – Ukraine has unveiled its export strategy through 2030 at the Second International Trade Forum, targeting US$85 billion in exports, a 33% GDP share, and a move away from commodity reliance toward higher-value products.

During the launch, Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev emphasized, “US$85 billion in exports by 2030 is an ambitious goal of the new Export Strategy of Ukraine. This strategic document is a roadmap for the development of Ukraine’s trade with the world in the coming years. We have a reserve for such growth – increasing exports of products with high added value. This will allow us to increase the economy’s income, develop processing, create new jobs, and overcome export restrictions.”

Strategic Vision and Two-Stage Implementation

The strategy envisages increasing the share of services exports to 25% and reducing the share of raw materials and goods with a low degree of processing to 59%. The document will be implemented in two stages.

In the first (2026-2028), the emphasis will be on digitalization, regulatory changes and attracting investment. The intermediate goal by 2028 is set at US$80 billion in exports, with the share of exports in GDP at least 31.2%, and a further reduction in the raw material component.

The second stage (2029-2030) focuses on deepening integration with the EU single market, attracting transnational companies, and opening trade representations abroad.

Small Business Support and Digital Tools

The strategy focuses as much as possible on supporting small and medium-sized businesses, which are a key driver of economic growth.

To support Ukrainian producers abroad, an online platform “Trade Protection of Ukraine” is being launched. To eliminate the fragmentation of management, specialized export commissioners will appear in each regional state administration, and individual regional plans for the development of foreign economic activity will be developed in the regions.

Logistics Development and Future Outlook

A separate focus in the Strategy is the development of export logistics. It is planned to launch regular transport services with the Ukrainian Danube Shipping Company, which will allow cargo to be consolidated in Danube ports and delivered to major ports for further sea export. It also provides for a reform of the railway tariff system in line with the EU market model.

Ultimately, the strategy aims to modernize the industrial sector and foster global competitiveness through a unified “Made in Ukraine” brand, supported by international partners, while Ukraine remains prepared to pursue further trade agreements and infrastructure developments to sustain long-term economic growth.
